Yes motion sensing security cameras do exist; interfaced to a PC using clever software is all possible. You will need $1000+ to do what you want for a good quality image. For high quality night vision add $500. Using Google or yahoo search type in “CCTV home security” and see what comes up.
Might be a whole lot cheaper to buy a monitored back to base security system with a loud external and internal sounder with PIRs and fake cameras. Prevention is better than detection.
